Whereas in the opinion of the working Committee the time has now come when all the progressive forces in the country should be rallied under one barner to fight for the achievement of responsible government, the Working Committee recommends to the General Council that in the forthcoming session of the Conference the name and constitution of the organisation be so altered and amended that all such people who desire to participate in the political struggle may easily become members of the Conference irrespective of their caste, creed or religion.
