NORMAL INFILTRATION

(i) In the first instance infiltration in a normal way will continue to help Kashmiri brethren. They will manage political subversion, to catch hold of state administration. Muslim United Front is engaged in an intrigue under different constitutional garbs to destabilize the administration and to achieve their aim of setting the entire Govt. machinery at naught.

(ii) The code name of our operation in Kashmir is "Operation Topac" which is as follows:

(a) To begin with we have to create conditions for both unarmed and armed uprising against the state administration which may result in shaking it and causing harassment to it, only to such an extent as may not cause its complete collapse because it is not our aim to create conditions for establishment of central rule in the state. We want infiltration of our men into the administration so that normal function of Police, Banks, Transport, communication and other departments is rendered useless; We will create anti India thinking in the minds of students and farmers, so that we can win them over to our side against the slate administration.

TERRORISM - CREATE UPHEAVALS

Train youths in handling arms so that they are able to engage and face Border Security Force and other Indian Police personnel. Such a plan should be followed as may enable us to cut the communication and other links between Valley and Jammu on one side and between Kashmir and Ladakh on the other. All this has to be implemented most secretly. Special attention should be paid to the road leading to Kargil, Zoji-La and Khar Dung-La.

With the help of Sikh extremists, terror should be created in Jammu Province so that under critical conditions the attention of the Govt. is directed towards Jammu and not to Kashmir. By doing this Hindu community wherever in majority will loose confidence in the administration All such places should be taken control of where Indian forces are not stationed such as the southern areas of the Valley of Kashmir, Rajouri and Poonch sectors so that Indian Army is compelled to remove its reserve forces from the valley. Sudden attack should be organized to destroy the depots of the Indian military situated in Srinagar Kupwara, Pattan, Bandipur and Chowkibal. This will have to be done according to fixed time schedule. Some Afghan Mujahideen stationed in P.O. K should be got infiltrated into Kashmir. Lessons from the "Operation Gibraltar'' of 1965 should be borne in mind.

A special force of Retired Army officers of POK comprising mostly Afghans should be raised. This force will destroy aerodromes, Radio stations and Banihal Tunnel and will block the road between Srinagar and Kargil. Such an operation will apply full pressure on different places in Jammu & Kashmir.

3) The last step of the plan will be freedom of Kashmir and formation of an Islamic state. a) Time at our disposal is running short, steps should be taken before the elections in India and before the return of Indian forces from Sri-Lanka. By the grace of God, we have huge stocks of modern arms. These stocks will be of great help to our Kashmiri brethren in achieving their aim. b) Some of our youth are prepared to face Indian military. This youth will act like Palestinian Majahids in villages and towns. So far as our Chinese friends are concerned they can do nothing beyond engaging the attention of Indian forces towards the boundaries between India and China. Lastly you are cautioned that we cannot succeed in a direct war with India".

It is, therefore, requested that on 17th August all work should be stopped to pay homage to our beloved martyr of Pakistan- Zia-ul-Haq and 15th August should be observed as Black Day.
